Portland schools violated code regulations; Middletown looked for ways to solve garbage problem

25 Years Ago: A state report detailing code violations at each of the Portland schools had officials at Valley High and Portland High wondering where to put programs if it couldn't continue in their present location.
25 Years Ago: Although officials who represented Middletown in the Midstate Regional Resource Recovery Authority claimed their desire was to look for other solutions to the then impending garbage crisis was fueled by high tipping fee projections, the six other member towns felt betrayed.
